pennsylvania supreme court will consider the constitutionality of this new law and whether pennsylvania's new definition of what it means to be legally entitled to vote is as outrageous for everyone as it is for the people who are getting bad press he doesn't like. we will keep you posted on that. he doesn't like. we begin this morning with under siege. violent protest broke out between libya and egypt resulting in the death of at least one american. smoke and flames billowed out after libyan security forces clashed with armed protesters throwing bombs at the compound. they were outraged by a film promoted by an advocate that criticizes. secretary of state, hillary clinton, condemned the attacked and confirmed one state officer was killed in the protest. anger built over the same movie. they replaced the mern flag with a black islamic flag.

the white house is denying a split. the white house says president obama spoke on the telephone with benjamin netanyahu and said they are trying to stop iran from building a nuclear web. they report he rejected a meeting with netanyahu next week. netanyahu wants to know what would possess a strike. congress appears to be gridlocked in the battle over the budget. john boehner says he is not confident congress can reach an agreement before the election to avoid the cliff. it may downgrade the credit rating if a deal can't be reached. steve handelsman has the latest from capitol hill. >> reporter: democratic and republican lawmakers stood together to remember 9/11.

they are so far apart on the deals they have to make, the top republican said they may fail. >> i'm not confident at all. >> reporter: if it's not settled by january, everyone's taxes rise. deep cuts get triggers. the economy takes such a big hit, it's called the fiscal cliff. moody's warn, if the current budget negotiations fail, moody's expect to lower the rating of the bills like rival standard & poor's did. led by mitt romney, republicans are focused on the defense cuts charging president obama is to blame even though republicans agreed to make them automatic if there's no budget dell. >> the president should be called upon, asked, what is his plan. how is he going to lead to make sure the military is not hollowed out. >> reporter: democrats have a plan. agree to tax the rich more.

yesterday. incredibly enough, we didn't have a lot of rainfall. 1.18 inches. prompted some rescue missions via helicopter to get folks out of the water there. that was the highest number rainfall wise. it's been incredibly parched. we got rain around lake immediate. when you get all that at once, then you see scenes like that. it should improve. eastern san bernardino county. that will be one area we are watching. the showers across the four corners is going eject the moisture to the plains. looking at the country, the eastern half, quiet scenario with the exception of florida. still has the on shore flow. that on shore flow could prompt rip current risk. sunny from boston down to little

welcome back to "first look." here are some of the top stories making headlines this morning. no end in sight for the chicago teachers strike that gos into the third day today. union negotiators did not make much progress in talks yesterday. bradley has been awarded $105 million, the largest federal payout in history. he turned in ubs for helping thousands of americans evade taxes. next month, the interior of the statue of liberty will be reopened. it's been closed for republican novations since last october. an amateur astronomer captured a video of a flash hitting jupiter. it happened early monday morning. astronomers say the massive gravity makes it a cosmic shield

to protect life on earth. here is your "first look" of this mornings dish of scrambled politics. republican vice president candidate paul ryan is starting new tv ads in wisconsin asking voters to reelect him to his house in the seat. it macon fuse people because of the mitt romney/paul ryan ticket. sheldon add lson might do well if romney wins. he's spending $100 million in 2012 could benefit to the tune of $2 billion from the tax breaks romney proposed. conservative talk show hosts, including rush limbaugh are blasting the gop saying a third party could rise. if romney can't beat president obama the entire republican party should be shut down.

jay-z and beyonce will host a fund-raiser. they will welcome 100 donors paying $40,000 a ticket. speaking of partying, politico shows photographs of president obama as what might be called beer drinker in chief. now, several brewers announced they will produce batches of the white house ales being made at 1600 pennsylvania avenue. they plan to sell it under the name president honey ale. that's your morning dish of scrambled politics. here is your first look at how wall street will kick off the day. the dow closed at 13,323 after gaining 69 points yesterday. the s&p was up four and nasdaq up a fraction. tokyo, the nikkei moved 152 points while in hong kong the hang seng jumped.
